I've had a similar experience.

Back in September 2012, I did a little checking about the GUI tools for the Services (Start and stop daemons and system services) and for the Shared Folders (Choose which folders are visible to other users on your network).  I discovered the services.desktop and shares.desktop files in OI 151a5 and before were empty.  All of the underlying programs seemed to be in place.

I yanked those two files from the last OpenSolaris release, put them in the /usr/share/applications folder, replacing the empty files, and they worked fine.

I asked on the OI-Dev list how to go about getting that fix introduced into future OI releases.  If I remember correctly, they said to file a bug report, which I did, attaching the OpenSolaris files for their convenience.  

It never made it into 151a7.  Granted, I only gave them about three weeks notice before 151a7 was released; but if I was a betting man, I'd bet it's still not in 151a8.

Of course, part of the problem probably comes from the fact that it's a "Desktop" issue, and "Desktop" use of OpenIndiana just doesn't seem to be important to (any of ?) the OI devs, despite numerous people posting to both the OI Dev and Discuss lists to the contrary.

Although I, personally, don't use either of those GUI tools, I still think it's important to have those programs in the menu system and available for users.  Not everybody is a command line only user.  Some people simply like GUI tools -- and a "Desktop" machine, in my opinion, really is not complete with those tools missing.  And everybody needs to work with at least their Services from time to time.

So, between this and all of the petty bickering I saw on the OI-Dev list, when I went looking for a way to contribute to OpenIndiana, I went to Illumos, and am trying to help OI via Illumos.  My health took a big turn to the worse, so I haven't been able to submit anything to them yet; but they at least seem to have a less formidable way of getting completed work into the stream.

Just my experience, for what it's worth.

And as I've said many times in previous posts, I really appreciate all that the OI devs have done, and continue to do. I'm just sharing my experience here, so perhaps someday something might be done to improve things in this area.
