Test a connection to each server from a third box and see if it suffers.
Curl a file from the internet to each server to see if it's a network
problem. dd some test files to see if reading/writing locally is an issue.
Disable dedupe and compression on the FS being written to to isolate ZFS
performance issues.

Check top on both servers to see what PCU load is like, check zpool iostat
to see what's being done on the disks.

Are your pools in good shape? Check with zpool status.
