I did installed it to (on my /hipster).


$ pfexec pkg install -v system/install/locale
            Packages to install:         1
      Estimated space available: 106.48 GB
Estimated space to be consumed: 179.61 MB

Create backup boot environment:        No
           Rebuild boot archive:        No

Changed packages:
openindiana.org
   system/install/locale
     None -> 0.5.11-2013.0.0.0
...

Looks like it is bit old?
