NTP is not directly related to daylight savings time except for during
the during the 24-hour interval when transitions in a given time zone
may occur. NTP only keeps UTC time correct.
Check the TZ value in /etc/default/init, or /etc/default/login
TIMEZONE if you want login shells to behave differently than the rest
of the system.
Do 'echo $TZ' to see the current setting that your shell is using.
