the Gnome session seems to stop normal, because all gdm and ut stop scripts run. After logout for utsession the session state remains active (STATE=0). So I guess the call of 

# utswitch -t

 does nothing,  in a server farm there would normally the server with the lowest load would elected and this has to restart the session.
I have only one server so there is always nothing to do except the session restart
utpolicy with or without option '-g' makes no difference here

I can revive a GDM login seession on display 13 with:
 
/opt/SUNWut/lib/gdm/utgdmdynamic -a 13

but it is not really a solution.
