Which man page are you looking at?  The man page for mkfs_udfs(1M) will
tell you how to create an UDF file system.

Generally there will be a mkfs_<fsname> command man page for most fs
types.  The matching binary lives in /usr/lib/fs/<fsname>/mkfs, and you
can mount fs of this type using mount -F <fsname>.

I do remember that I once investigated UDF as a portable fs for data,
but came to the conclusion that zpool with pool version 28 and fs ver-
sion 5 worked better for my requirements.
