Maybe your service is set to be started, but not configured? E.G. that 
is supposed to be used when you have VBox running in Zone. I did not 
look closer for documentation.

On my box (VBox is *not* running in Zone):

disabled       May_17   svc:/application/virtualbox/webservice:default
