I think you have to do a full update first, yes.

I didn't try the new ssh package yet, so I could be wrong on this.

But for example ssh 8.9.0.1 seems to depend on openssl-11 and library/zlib.

The packaging date of library/zlib 1.2.12-2022.0.1, the version used by ssh 8.9.0.1-2022.0.1 is April 9.

Because you updated on April 2, you (for example) presumably don't have the library/zlib yet that is required by the new ssh.
