It's possible that glib wasn't compiled with inotify/fam support.
fam is important for NFS-mounted directories. Note this:
# gio monitor -d /
gio: file:///: Unable to find default local file monitor type
# gio monitor -m /a
gio: file:///: Unable to find default local file monitor type
