Something is blocking your update. Try to install the latest 
userland-incorporation,
eg. with "pfexec pkg install userland-incorporation at 0.5.11-2024.0.0.26304".
This will give some ideas.
Additionally you can try that with the osnet-incorporation:
"pfexec pkg install osnet-incorporation at 0.5.11-2024.0.0.22382"
