That is not the language selector. It is the input method selector.
Mine is always be on "us" (despite never setting this language),
although changing to another option does work. This setting persists
after login, unless the user has set their own input method (in
keyboard settings).

Looking into this further, it seems language support in lightdm greeter
is mostly broken. There are various years old reports of these issues
and others, e.g.

suspect the original problem I had relates to lightdm and not OI.

For now, config file based configuration will have to do.
