[OpenIndiana-discuss] pkg mediator vendor vs. system?

I've been through the pkg(1) man page and ips-dev-guide.pdf, but I can't
find a good explanation of what the difference is between "vendor" and
"system" for mediators.

For example, on my OI install:

$ pkg mediator -a openssl
MEDIATOR            VER. SRC. VERSION IMPL. SRC. IMPLEMENTATION
openssl             vendor    1.0     vendor     openssl
openssl             system    3       system     openssl

Why is one "vendor" and one "system"?  What does that imply?

Also, how do we tell when a mediator is in a non-default state?  With
facets, 'pkg facet' provides an easy way to see local overrides.  How
can I tell if any of my system's mediators are stuck in a non-default
state?

I started down this rabbit-hole when I discovered I couldn't build a
rust crate for sys-openssl because my system is defaulting to OpenSSL 1.x.
That lead me to try figure out if that's still the OI default or if my
system should have switched to openssl 3.x during a previous update.
