[Userland-team] [OpenIndiana Distribution - Feature #1292] add R to oi-build

Issue #1292 has been updated by Josef Sipek.


The configure script (it's a regular autotool-ified package) checks that iconv understands a couple of encodings.  One of the encodings it check is "latin1".  The illumos iconv barfs on it, informing us that it doesn't know how to handle it.  This promptly aborts the configure phase.  See bug 1182
