[oi-dev] Addition of GeoIP to oi-build

Hi

I have tried to create my first package for oi-build, and it is the C
GeoIP library and cli utilities from Maxmind, which is a dependency
for nginx, which will likely be my next package.

Could somebody please look through this change set, and see if
everything looks okay?

I have tried to install the package in a new zone, and it works fine for me.

If nobody got any objections, I would like this added to oi-build.
