In OI /dev "entire" is a meta-package, it specifies that all packages,
if installed, should be at specified versions. In Hipster we generated
such entire packages only for ISO snapshots. Given that now we have
automatically generated userland-incorporation, I'm not sure if we will
generate them in future. So, technically, installing entire gives
nothing (it already should be installed).
There is REQUIRED_PACKAGES framework in userland-gate
https://hg.openindiana.org/upstream/oracle/userland-gate/rev/20c0f21bbe1e to
specify build time dependencies, but it's not in oi-userland.
