What does:

 	gsettings get org.mate.panel.menubar max-recent-items

report?

If you temporarily rename ~/.config (better if you can do this from a
non-graphical session, but OK to do even if not) and then log in, does the
error go away?  You can move .config back after the test, to get most of
your settings back.

Are you using the default theme?
