vpopmail support of part of dovecot. Question is whether vpopmail is

vpopmail support, as with all other authentication support, is in a
module and needs to be enabled in the configuration file for dovecot.
sieve support is still not part of the dovecot codebase and needs to be
patched in.
As for vpopmail...I don't believe it is part of the particular
distribution, not even Ubuntu, although some of their stuff supports it.
spamassassin has builtin vpopmail support IIRC.
