[OpenIndiana-discuss] upgrade from hipster 2015 to 2019 failing

I'm trying to upgrade my hipster-2015, I've changed the publisher and
tried the following

A clone of hipster-2015 exists and has been updated and activated. On
the next boot the Boot Environment hipster-2016 will be mounted on
'/'. Reboot when ready to switch to this updated BE.

A clone of hipster-2016 exists and has been updated and activated.
On the next boot the Boot Environment OIhipster-201904 will be
mounted on '/'.  Reboot when ready to switch to this updated BE.

rebooting (still grub) into OIhipster-201904 just loads the splash
screen with a blank progress bar, there is no progress and reboots
after a few seconds.

What is the best way forward.
