As it says in the file:

    # DO NOT EDIT OR PARSE THIS FILE!
    #
    # Use the ipadm(8) command to change the contents of this file.

Any time you are feeling like editing that file it's an OS bug.
Please make sure one is filed, or it won't get fixed.
