This sounds reasonable except for the "chicken and the egg" issue. 
If software is necessary in order for the system to receive updates or 
perform its function, then it is useful that it be installed.  I am 
not sure if that applies here, but it is always useful to make sure.

If OI is installed from a USB stick, then it is useful if the 
installation is fully usable without subsequent access to the 
"Internet".

Yes, routed dates from the time of SunOS 4 (and likely earlier).

There was a time when network considerations were not primarily how a 
computer was going to access the "Internet".  Layer 2 switching, 
Spanning Tree, and VLANs were not yet a thing.  Ethernet LANs could 
not support a lot of hosts so there were more routers and subnets.

Using RIP was necessary in some networks and requires little 
configuration beyond enabling it.  These days if one wants routing, a 
better alternative such as OSPF should be selected.

Regardless, I am not sure it has been determined that 'routed' is 
responsible for some OI systems suffering from the local interface 
route being screwed up.  It is just a topic which came up because I 
mentioned it.
